Only 15 ordinances approved in Cagayan since 2016

TUGUEGARAO CITY, Philippines- As of January 15, only 15 ordinances have been approved by Cagayan, data from the provincial board show.

Third District Board Member Rosauro Resuello had the most number of approved ordinances at five.

This is followed by First District Board Member Maria Olivia Pascual at four, Vice Governor Melvin Vargas Jr at two, and board members Cris Barcena, Jeff Vargas, Perla Tumaliuan, and Vilmer Viloria at one ordinance each.

Meanwhile, Resuello was able to pass 137 approved resolutions, the most thus far. This is followed by Pascual at 106, and Barcena at 98 resolutions.

The least number of approved resolutions are tied from board members Jean Alphonse “AJ” Ponce and Maila Ting-Que, followed by ex-officio Board Member Larry Ting at five.

Out of 76 sessions, Vice Governor Vargas has an almost perfect attendance, missing only one session. He is followed by Resuello and Viloria, both having attended 73 sessions; and Third District Board Member Rodrigo De Asis at 72.

In contrast, Ponce attended the least number of sessions at 34, ranking lower than ex-officio members Ting-Que and Ting at 46 and 42 respectively.

Meanwhile, Pascual has the most number of proposed ordinances at 12 , followed by Tumaliuan at 11, and Resuello at 9. Board Member Rodrigo De Asis has the least number of proposals at one.

In 2017, the Sangguniang Panlalawigan faced a near-full year deliberation of Governor Manuel Mamba’s first budget proposal. This after a mandamus by a local court ordered them to tackle only the budget as agenda in their weekly sessions. (READ:TIMELINE: The delayed approval of Cagayan’s 2017 budget)

Budget deliberations have again begun for the 2018 budget, with the SP deciding to tackle only the budget until its approval despite no mandamus. Northernforum.net
