‘Cagayan needs Yolanda-like rehab plan’ -Governor Mamba


TUGUEGARAO CITY, Philippines- Cagayan Governor Manuel Mamba on Sunday, November 6, said the province  needs a Yolanda-like rehabilitation plan to cope up with the damages brought by super typhoon Lawin (Haima) last month.

In a press release, the provincial information officer Rogie Sending quoted Mamba saying despite low casualties records compared to Yolanda (Haiyan), which struck the Visayas in November 2013 and left thousands dead, Cagayan “obviously” suffered heavily in agriculture and public and private properties.

Ayon sa Gobernador na malinaw na libo-libong Cagayano ngayon ang wala ng bahay at kabuhayan kung kayat malaking tulong kung magbaba ng tulong ang National Government mula sa 150-Billion pesos na Calamity Fund nito para magpakat din ng rehab plan sa Cagayan,” Sending said.

(According to Governor [Mamba], it’s clear that thousands of Cagayan residents now do not have homes at livelihood so it would be of great help if the national government will allocate to us a part of the P150-billion calamity fund for the rehabilitation for Cagayan.)

Mamba said the rehabilitation plan would include a temporary livelihood for residents who will not have crop harvests for the next months.

He added that they would also tap typhoon victims as workers should the rehabilitation and reconstructions of public infrastructure begins.

“Umaasa si Gov. Mamba na makikita ng Pambansang Gobyerno ang pangangailangan ng rehab plan lalo at sadyang hindi sapat ang calamity fund ng probinsiya at mga lokal na pamahalaan kung ibabatay sa pinsalang iniwan ng pinakamalakas na bagyomg tumama sa Lambak Cagayan sa kasaysayan,” Sending added.

(Governor Mamba is hoping that the national government could see the need of a rehabilitation plan especially that that calamity funds of the province and the municipalities are not enough if based on the damages of the strongest typhoon ever to hit the province in its history.)

In their latest data, the Cagayan Provincial Disaster Risk Reduction Management Council (PDRRMC) said the province has lost 66,896 hectares or P5,036,930,000 of rice crops, 9,070 or P498,876,950 of corn crops, 2,511 hectares or P66,613,550 of fisheries and P143,632,500 of high-value commercial vegetable crops.

The overall damage in agriculture is P5,746,052,600.

Lawin also left P2,821,680,600 worth of damages in classrooms, offices, district hospitals, capitol, sports complex, provincial roads and bridges.

The damages in infrastructure did not include the over 25,000 totally damaged houses and 93,834 partially damaged. TNF
