Cagayan prov’l board hits CPIO for ‘false’ claim on closure of hospitals

TUGUEGARAO CITY, Philippines- The Sangguniang Panlalawigan of Cagayan condemned the provincial government’s information office for “falsely” claiming that several hospitals are feared to be closed due to the non-passage of the 2017 annual budget of the Mamba administration.

In a statement posted in its Facebook page, the provincial council said the Cagayan Provincial Information Office (CPIO) “should be responsible and fair in informing” the public.

The council denied that the “pending” closure of the community hospitals in the towns Santa Ana, Gattaran and Alcala is caused by the non-passage of the Provincial Development Investment Plan (PDIP) of Governor Manuel Mamba.

“Kinokondena ng Sangguniang Panlalawigan ang pagbibigay ng CPIO ng maling impormasyon sa publiko,” the statement said.

In an earlier press release, CPIO quoted Mamba saying they would not have enough fund to pay the contractual employees of the district hospitals under the re-enacted budget, thus, the permanent employees of the community will have re-assigned to district hospitals for it to continue operating.

The term of the contractual employees of the provincial government will expire June 30.

“Hindi totoo na magsasara ang district hospitals dahil sa hindi pa pagkapasa ng budget dahil bago pa man isinumite ang budget proposal ay may mga hakbangin na ang executive department sa pagpapasara ng Abulug, Baggao at Aparri community hospitals,” the provincial board said.

The provincial board also belied the claim of the press release that the contractual employees will no longer have budget once the budget is not passed by June 30.

They said the provincial government can still renew their contracts using the re-enacted budget.

They also denied that the delay of the passage of the budget is due to “politicking.”

“Malinaw [man na hindi sinunod ang proseso at late ng isinumite ang mga plano at budget, patuloy pa rin ang pag-aaral at pagdinig ng Sangguniang Panlalawigan ukol dito,” the statement said.

“At hindi totoo na hindi pa naaapruba ang budget dahil namumulitika ang sanggunian. Hindi tama na isali ang usaping pulitika lalo na’t ang pinag-uusapan ay ang kaban ng bayan. Maraming nilalaman ang 2017 proposed budget na dapat busisiin, gaya ng, bakit mas malaki ang pondong inilaan sa cagayan provincial information program kumpara sa public health program na dapat mas pagtuunan ng pansin at ang hindi makatarungang distribusyon ng ayuda o tulong pinansyal sa iba’t-ibang barangay,” it added.
