Cagayan SP urges local chiefs to grant indigent CSU students free drug tests

TUGUEGARAO CITY, Philippines- Cagayan’s Sangguniang Panlalawigan (SP) has urged all mayors in the province to grant free drug-testing or provide financial assistance to indigent students of Cagayan State University (CSU).

In Resolution no. 2017-9-615 from the SP’s 50th regular session on Thursday, August 3, the board acknowledged that such assistance will help ease the “burden” of indigent students in complying with CSU’s requirement.

The SP suggested to local executives that this may be done by tapping their city or municipal health offices.

CSU announced on July 24 that students will have to undergo a mandatory drug test and that students who will be tested positive will be denied admission.

The Forum earlier reported that the Comission on Human Rights “feared” that lack of guidelines in implementing the required drug test may violate students’ rights.

However, CSU Vice-President for Administration Father Ranhilio Aquino earlier clarified that their new policy has “established jurisprudence” and that provisions of R.A. 9165 or the Comprehensive Dangerous Drugs Act requiring students’ mandatory, random and suspicionless drug testing are “constitutional.”

Some students of CSU reacted through social media that the SP should also file an ordinance. They also urged local officials to follow the resolution. Northernforum.net
