Group rallies in front of Cagayan’s SP building

TUGUEGARAO CITY, Philippines- Around 2,000 people staged a prayer rally in front of Cagayan’s legislative building to call for the Sannguniang Panlalawigan’s (SP) approval of the P2.8 billion budget for 2017, Wednesday, August 2.

They were composed of different groups from various towns in the province. They began to mobilize at 6am near Tuguegarao City Hall. Most were senior citizens.

“Hinihiling namin ang pagpasa ng budget at ang pagkakaisa ng legislative at executive para makita na ang pag-unlad dito sa Cagayan,” said Medaro Turo, one of the rallyists.

Turo also said they were expecting the approval of the budget in the regular session that day.

He expressed their support to Governor Manuel Mamba who the night before also called for the legislature’s approval of the budget.

Aside from the provincial budget, the group also called for “healing and peace” in the province and among political leaders.

As they marched to the capitol, they prayed the rosary and reached the SP building before 9am.

They decided to stay and wait when they learned that the SP session was moved to 1pm later that day.

The group then held an ecumenical service as some pastors and catholic laity prayed over and spoke before the crowd until noon.

Before the session, Board Member Rodrigo De Asis spoke before the crowd, saying, “I’m appealing to the members of the provincial board, headed by the Vice Governor na na dapat haan tayo very technical at very procedural. We should always think of the people’s welfare, we should also think [of] the interest of the public.”

The rally outside the building continued as the board started their session and despite the rain that  followed thereafter.

At 2:30pm, the crowd dispersed peacefully after the SP declared recess due to the absence of key individuals needed in discussing the budget.

Meanwhile, Cagayan Sangguniang Panlalawigan Secretary Rosalinda Callang refused to comment on the rally but acknowledged the rallysists’ right to freedom of expression. Northernforum.net
