Mamba hits ‘nitpicking’ provincial board over non-passage of 2017 budget

TUGUEGARAO CITY, Cagayan- Cagayan Governor Manuel Mamba in his press conference on Tuesday, April 11, lost his cool over the non-passage of Proposed 2017 Executive Budget, hitting the Sangguniang Panlalawigan for “nitpicking” on “unimportant reasons.”

Mamba, at some point, went on attacking the provincial board members, including Vice Governor Melvin Vargas Jr, for not letting him introduce “reforms” by implementing new “projects, programs and activities.”
Majority of the board members are not allied with Mamba during the 2016 elections.

“They are nitpicking. Naghahanap sila ng rason para hindi maipasa. At nanghihingi ng hindi ko maibigay,” Mamba said.

A reliable source from the capitol told Forum that the executive and legislative could not “agree” on a certain amount of budget, being the “only reason” the budget was left hanging.

A seemingly angry Mamba also accused some of the provincial board members of being double standard for “immediately” passing the recent proposed budgets of the previous administration.

“Ako ba ang pinapahirapan nila? Hindi, ang mga tao ang mahihirapan. Ang sabi ko sa kanila kahit hindi ako tumakbo sa 2019 elections pero hayaan nila akong magtrabaho…Bullshit sila, humihingi sila para sa bulsa nila,” Mamba said in a mix of Iloco and Filipino.

“There is a need to stop politicking and horse-trading, and start renewing our common faith that together we could work things out without resorting to unnecessary delays in the implementations of programs and projects,” Mamba said.

Earlier, the Sangguniang Panlalawigan of Cagayan passed a lengthy resolution questioning the Local Development Investment Plan (LDIP) CY 2017-2022 of the Mamba administration.

The resolution also noted “findings, observations and recommendations” for Mamba’s “rectifications.”

Mamba, however, in his own words, would not adhere to their recommendations and will continue to serve with the re-enacted budget.

Among those proposed projects and programs that will no longer be realized are the P403 million infrastructure projects and P410 million assistance to local government units and barangays. -Northernforum.net
