Original PDIP still basis for budget approval, says Cagayan PDC

TUGUEGARAO CITY, Philippines- Cagayan Provincial Development Council Secretary and Provincial Planning and Development Coordinator Elisa Umoso clarified that the original Provincial Development Investment Plan (PDIP) submitted in January will still be the basis of the Sangguniang Panlalawigan (SP) in approving the long delayed 2017 budget.

Umoso made the clarification as she attended the SP’s 55th Regular Session on Wednesday, September 20, in attempt to get the discussion of the SP on the Annual Investment Plan and 2017 Budget moving.

Umoso said the updated PDIP passed on May 31, 2017 will instead be used as basis for the supplemental budget and the Annual Investment Plan of 2018.

Earlier, the provincial board raised concerns on the updated PDIP, saying the insertions were “illegal.” The provincial board also pointed out that the version submitted by the Cagayan capitol is not the official document of approved by the Provincial Development Council.

In a previous session, oversight agencies said that, an approved annual budget without an approved PDIP and AIP is deemed “inoperative.”

“The manifestation of Umoso is already sufficient for us to take cognizance of the original PDIP. I think we can move on with its approval,” said Board Member Rosauro Resuello in the session on Wednesday.

Umoso said the SP should first revoke its first resolution remanding the PDIP so they can return the copy of the original PDIP, a matter disapproved by some board members.

Board Member Cris Barcena however manifested that the matter should be discussed by the Committee on Finance and Appropriations. He, however, reminded the board that the original PDIP had issues needed to be considered by the executive. Northernforum.net
