Tuguegarao Mayor Soriano pushes chain-lock system vs motornapping

CAGAYAN, Philippines –  Tuguegarao City Mayor Jefferson Soriano urged the city lawmakers to speed up the passage of the proposed chain-lock system ordinance in curbing the increasing incidents of carnapping.

“Aside from the city police’s counter measures, we still want to push for the enforcement of the chain-lock system ordinance as an effective measure to prevent motornapping incidents,” Soriano said  in a public hearing on peace and order situation here on Friday, October 17.

Soriano said there was already an ordinance proposed by former city councilor now Board Member Rosauro Resuello mandating all motorcycle owners to have their vehicles chain-locked when parked.

Police Superintendent Jessie Tamayao, city chief of police, said motornapping is one of the issues of the city police following the series of incidents even in the past years.

Tamayao said that based on their records, most of the stolen motorcycles were parked unattended without locks in front of the victims’ houses or at public places and were sold at a very low price.

Soriano urged barangay officials here to further strengthen their monitoring and patrolling activities especially during midnight. PNA/TNF
