Cagayan prov’l jail provides legal consultation to PDLs

TUGUEGARAO CITY, Philippines- The Provincial Jail of Cagayan provided legal consultation to around 120 inmates in an attempt to help persons deprived of liberty (PDL) especially those with pending cases.

OIC Warden Catalino “Tomi” Arugay told media on Monday, May 21, the legal program is part of the moral and spiritual recovery program for PDLs of the provincial jail.

“Ang focus natin sa legal program ay yung mga napabayaan ang kaso in a manner na hindi nainform ng lawyer or walang witness [or] kaya tumatagal sila dahil napopost-pone ang [trial] ng kaso,” Arugay said in Pagdidinnamagan: Kapehan sa Kapitolyo.

He added that the program seeks to and facilitate speedy trials for PDLs.

The provincial jail conducted the first legal consultation for PDLs on Tuesday, May 15, together with lawyers, the Public Attorneys Office (PAO) Region 02 led by Lawyer Jefferson CARO and the Parole and Probation Administration (PPA) Region 2 led by Director Benita Maramag.

“Andami nilang questions pala, yung mga inmates, so nabigyan ko sila ng information. Dinagdag ko yun aside from the regular medical mission and oplan galugad,” Arugay said.

The warden added that they will also hold a legal program for PDLs in Sanchez Mira Detention Cell.

Arugay said legal consultation programs may be done semiannually or “when the need arises.”


Aside from the legal program, the provincial jail provides PDLs with livelihood programs, dental and medical programs, and education opportunities such as Alternative Learning System (ALS) and technical-vocational education from the Technical Education and Skills Development Authority (TESDA).

“Ang focus talaga namin is to rehab the inmates and to show them na may pag-asa pa sila at ang aming jail ay hindi nandun para, sabi nga ni gov nung graduation [doon] ay we are not here to punish you. We are here to reform you,” Arugay said.

Arugay noted that provincial jail’s PDLs are one big community and family.

He assured that the provincial jail will give PDLs a chance to change and become better persons. “Kung iipitin mo sila mawawalan sila ng gana at pag-asa [na maging mabuting tao],” he added. Northernforum.net
