10-day ECQ in Tuguegarao City starting on March 30, new protocols cascaded

Tuguegarao City, CAGAYAN – With the uncontrollable increase of COVID-19 infections over the past two weeks, the Regional Inter-Agency Task Force (RIATF) has approved the recommendation of LGU Tuguegarao City to place the city under Enhanced Community Quarantine (ECQ) for ten days.

Based on the Executive Order No. 54 signed by Mayor Atty. Jefferson P. Soriano, the said ‘tighter’ quarantine adjustment will take effect at 12:01am of Tuesday, March 30 until midnight of Thursday, April 8, 2021.

Citizens of Tuguegarao are urged to observe strict home quarantine and the movement of residents are only limited to obtaining essential goods and services. Persons below 18 and over 65 years of age including people with health risks, pregnant women and comorbidity are not allowed to leave the premises of their homes except for circumstances when in need to buy essential goods.

The curfew is set from 9pm to 5am as well as the implementation of the citywide Liquor Ban prohibiting the sale of alcoholic beverages in business establishments and drinking of the said beverages in public places.

Mass gatherings are also discouraged together with gatherings at residences with persons outside of that household. All religious gatherings are only limited to virtual set-ups while funerals for non-COVID19 deaths are only limited to immediate family members during the internment and burial.

Full Operational Capacity

Both private and public hospitals, emergency front line services, medical supply, agriculture, forestry, fisher folk and fishery workers, logistics and delivery employees are allowed to operate at 100%. Talipapas are also allowed to operate daily during the ECQ provided that minimum health protocols are observed at all times.

Essential Goods and Services

Full operational capacity is also allowed for groceries and supermarkets, laundry shops, water-refilling stations, pharmacies, convenience stores, public markets, essential goods manufacturing, essential and priority construction (within the guidelines of DPWH), and companies manufacturing construction supply.

Dine-in is also prohibited during ECQ limiting all food businesses like eateries, commissaries and restaurants to only take-out and delivery operations.

Workforce and Offices

50% operational capacity is granted to media establishments, while 20% skeletal workforce is prescribed for dental clinics, veterinary clinics, banks, money transfer services, water supply and sanitation, energy and power companies, telecommunications providers, funeral parlors, pastors, priests and rabbis, security personnel, printing establishments authorized by the BIR, machinery repair, leasing personnel for real estate.

Also allowed at a 20% work arrangement are government agencies including GOCCs and LGUs while DepEd, CHED, DA, BIR, DSWD and other government offices linked to health, peace and order and front line services are permitted up to 50% work force.


Private vehicles, bicycles and motorcycles are allowed but only for Authorized Persons outside Residence APOR and with a 50% seating capacity. Backriding is also permitted during ECQ provided that a Barangay certificate certifying that both the driver and passenger live in the same household.

Public transport is also allowed but are limited to certain seating capacity and restrictions. Rented vans and shuttles must obtain special permits from LTFRB and must carry only 50% of the vehicle’s seating space.

Tricycles must also follow the recommended color coding and number ending scheme and must follow the one (1) passenger policy. Barriers are also encouraged between the drivers and the sidecar of the tricycles.

Identification and Passes

COVID Shield Passes are required during ECQ and must be presented to on-ground law enforcement upon leaving the house for getting essential goods. Persons leaving the city during ECQ must secure travel passes through the online page https://forms.gle/pK6RqXkyw6Hy87k48 or at the their respective barangays before travel certifying that the travelers are not PUMs, PUIs or suspected cases.

Residents re-entering the city upon presentation of travel passes from the barangays of origin. Employees living outside the city may simply present their certificate of employment or any valid company IDs.

Non-residents entering the city within Cagayan during ECQ for non-work related purposes are allowed as long as they present Travel Passes and Health Declaration Forms from LGUs of origin. Full guidelines and health protocols for the ECQ shall be cascaded after the press conference of LGU Tuguegarao City today, March 29, 2021.

COVID-19 Situation in the City

The most recent tally in the number of COVID-19 active infections in Tuguegarao City is at 513 reported late Sunday, March 28. The top ten barangays with the most number of COVID-19 cases are San Gabriel with 72, Caggay at 47, Ugac Norte with 40, Pengue at 37, Ugac Sur with 32, 27 each from Carig Sur and Atulayan Sur, 23 in Cataggaman Nuevo, 20 in Caritan Centro and 16 in Leonarda.
