Federalism will address political dynasties, says ConCom member

TUGUEGARAO CITY, Philippines – The long overdue issue of political dynasties in the Philippine political arena will be addressed once the present system of government will shift to a federal form, Fr. Ranhilio Aquino, member of the Constitutional Commission, said.

During the first ever federalism campus forum held at the Cagayan State University here, Aquino said that the commission has already voted, allowing only one among the members of a family of up to second degree of consanguinity and affinity to run for public office both in the local and national elections.

“There were many proposals on this matter but we agreed to allow one in a family to run in any elective position in the local level and another one in the national, nothing more,” Aquino said.

He said they need to thresh out the political dynasty issue as this is one among the objectives of changing the present system of government in the country.

Meanwhile, Commissioners Virgilio Bautista and Susan Ordinario explained the advantages of the federal form of government to the regions which include the distribution of more power and wealth, and decentralization of policy making and program implementation to the federated regions.

Aquino said the regions will be federated and be headed by a regional governor who will be selected through a regional assembly composed of representatives of all provinces, including independent and highly urbanized cities of the federated regions.

As of press time, the three commissioners said there are lots of issues and proposals that are still on the table to be discussed and polished. They said that the only clear agreement is to adopt a federal system of government with presidential-bicameral form. Oliver Baccay/PIA
