Cagayan Provincial Governor Manuel Mamba wants the supervision powers for the provincial roads back which were given to Tuguegarao City Local Government Unit (LGU) on 2002 but wasn’t taken care of nor rehabilitated since then until 2016.
Mamba gave an order to reclaim the roads yesterday, February 14 to the Provincial Engineer’s Office (PEO) during the 5th Management Committee held at Tuao, Cagayan, after PEO Head Basilia Flores gave results on their initial studies on the provincial roads given to Tuguegarao LGU.
According to Flores, a total of 32.987 kilometers of provincial road inside the territorial jurisdiction of Tuguegarao City were turned-over to the LGU on 2002 through Provincial Ordinance No. 06A-2002, wherein the city is also obliged to take care and preserve the roads.
Flores then magnified that the efforts for the rehabilitation on the 23 provincial roads by the Tuguegarao LGU were done, but not until 2016.
The provincial roads included in the ordinance are: Lecaros Street, Street around Tug. Market, Magallanes Street, Mabini Street, City Hall to Barracks, Pilapil Street, Don Domingo Road, Tuguegarao-Solana Road, Tuguegarao-Linao-Carig Road, Bagay-Pallua-Buntun Road, Tuguegarao-Enrile Road, Arellano St. Road, Capitol Reservoir Road Tuguegrao, Bonifacio St., Bagay-Annafunan Road, Libag-Tuguegarao Road, Streets around C.N.H.S Compound, Cataggaman-Buntun Road, Cataggaman Bo. Road, Ugac-Pallua Road, Rizal Street, Street within Capitol Compound, and Rizal St. (Provincial Jail).
The PEO is now tasked to reclaim the roads so the Provincial Government will then have the powers to rehabilitate and fix what is needed.
Governor Mamba cited that the problem Tuguegarao City is facing is not only the dense roads, but also the quality of how the roads were made during the past administrations.
The governor then has set out his plan to rehabilitate portions of the provincial roads of up to 208 kilometers next year, once the provincial government has taken it back from the local government unit of Tuguegarao City headed by Mayor Jefferson Soriano.
The governor also reiterated that the rehabilitation and construction of roads has been one of the flagship programs of the provincial government, which is included in the Cagayan Development Agenda 2025.
