Reward money for tipsters helped in arrest of ‘serial rape’ suspect in Tuguegarao- PNP Cagayan chief

TUGUEGARAO CITY, Philippines- Senior Superintendent Warren Tolito, the provincial police chief, said the reward money could have played a key role in the arrest of the suspect as it urged more people to participate in the anti-crime campaign.

“Serial rape” suspect Rowie Siddayao, 34, was arrested on Wednesday, April 25, after the informant saw the cartographic sketch circulated online, together with the announcement of the P30, 000 bounties on his head.

Cagayan Third District Representative Randy Ting, in a press conference earlier, offered the reward money for any information that could lead to the arrest of the suspect.

In a press conference on Wednesday, Tolito thanked Ting for his initiative to offer reward money, as he urged other political leaders to do so.

“I think this is a very good example to form up our argument to convince ‘yung mga ibang political leaders natin dito sa probinsiya ay magbigay sila ng ganitong klaseng pabuya dahil nakita nga natin, in a matter of five days, na-resolve itong mga ganitong cases,” Tolito said.

He said the arrest will make a lot of people’s mind at peace because they will no longer worry about being the next victim.

‘Speedy’ resolution of cases

One of the rape victims reportedly went to Ting to ask for help for a speedy resolve of the case, and for the arrest of the suspect.

Ting said he had been offering reward money when he was the mayor of Tuguegarao to aid the police in resolving high-profile cases such this.

“Ilang beses ko ng ginawa ito noong mayor ako. So naisip ko nung may lumapit sa akin, sige nga, subukan natin para mapabilis ‘yung resolution. So five days, na-solve agad,” Ting said.

Ting also challenged other government officials to step up in their anti-crime campaign to ensure that cases are resolved as soon as possible to ensure public safety and order.

While the reward could have been a motive of the informant, Ting said he believed it could be entirely the reason.

“Siguro more than yung reward, ay yung hustisya na nakamit para sa victims. Siguro, nakiliti lang sila kaya sila nag-sumbong. Hindi naman dahil lang dahil sa pera ‘yan e, palagay ko dahil din sa kabutihan kaya nga parang nagising din sila na…ganito na kalala na may mag-o-offer ng pera,” Ting said. Northernforum.net
