TUGUEGARAO CITY, Philippines- The Provincial Board of Nueva Vizcaya has approved an ordinance creating the People’s Council of Nueva Vizcaya (PCNV) or “The Nueva Vizcaya Peoples Participation in Governance Ordinance.”
In a press release by Beegee Lorenzo, the provincial government said the ordinance seeks to institutionalize and strengthen local governance partnership between the provincial government and its constituents.
“The PCNV is the general assembly of all accredited Civil Society Organizations (CSOs) and all duly registered CSOs in the province. A CSO may be a duly registered peoples’ organization, non-government organization, indigenous peoples’ organization, cooperatives, civic organizations, social movement, professional group, business group, and other similar groups of people.” Lorenzo said.
The ordinance also prohibits PCNV members to engage in, or be used for “partisan politics.” The council is encouraged to adopt measures “to ensure that the council is adequately shielded from any political partisanship or influence,” the Lorenzo added.
Further, CSOs must apply for accreditation at the SP before becoming members of PCNV.
One of the ordinance’s provisions tasks local government units (LGUs) to “promote the establishment and operation of peoples and non-government organizations to become active partners in the pursuit of local autonomy.”
Further, the ordinance also allows LGUs to “enter into joint ventures and other cooperative arrangements to engage in the delivery of certain basic services, capability building, livelihood projects, and develop local enterprise to improve productivity, income and social well-being of the people.”
In a press release, the provincial government said the PCNV will “facilitate and strengthen the indispensable involvement of the people for the better and faster development progress of the province.” Northernforum.net
