Cagayan jail warden assures ‘spacious’ provincial jail

TUGUEGARAO CITY, Philippines- With over 100 persons deprived of liberty (PDLs), the Cagayan Provincial Jail in Barangay Carig, this city, is not overcrowded, assured OIC Warden Catalino “Tomi” Arugay.

“Very spacious po ang ating Cagayan Provincial Jail at maganda ang ventilation nila doon at saka walang nagkakasakit [na PDLs],” Arugay told reporters in Pagdidinnamagan: Kapehan sa Kapitolyo on Monday, May 21.

Currently, the jail houses 114 male PDLs and six female PDLs, Arugay said.

Around 50% of the jail’s population are PDLs with crimes involving illegal drugs. The remaining PDLs are under crimes such as murder and rape.

Arugay added that Governor Manuel Mamba has issued a memorandum asking local judges not to detain those with drug charges in the provincial jail.

“Minemaintain na lang namin yung [bilang ng] mga [PDLS na may] illegal drugs cases at hindi na namin dinadagdagan pa [ito]…para maiwasan din natin ang pagdami ng kalokohan sa loob ng may illegal drug cases,” Arugay said.

He noted however that the number of illegal drug suspects detained in the jail is decreasing as a result of faster trial and sentencing.

The provincial jail is also sending PDLs with drug cases to rehabilitation centers such as in cities of Ilagan, Isabela and Taguig, to deflate the jail’s population.

The provincial jail is also not accepting detainees and prisoners under the jurisdiction of municipal trial courts.

Further, conjugal rooms are “comfortable” and managed by the PDLs.

Meanwhile, Arugay revealed that the Sanchez Mira Detention Cell is already overcrowded.

The detention facility has a total of 102 PDLS – 98 males and 4 females – out of an idal capacity of 50 to 60 PDLs.

“Yung sa Sanchez talagang may problema tayo diyan. Overcrowded ang ating jail doon… kasi kung hindi ako nagkakamali 600 sqm lang yun. Buti naman walang nagkakasakit…[kasi] ‘pag congested ang jail natin, talagang magkakaroon tayo ng infections,” Arugay said.

The warden said he has told Governor Mamba about the need to renovate and expand the Sanchez Mira jail.

Despite this, Arugay also said they are mandated for safekeeping, custody, rehabilitation, and transformation of PDLs, and are now focused on the PDLs’ moral and spiritual recovery.

The jail management is providing PDLs with livelihood programs, dental and medical programs, and legal counselling.

PDLs can also get education programs or opportunities such as Alternative Learning System (ALS) and technical-vocational education from the Technical Education and Skills Development Authority (TESDA).

“Ang focus talaga namin is to rehab the inmates and to show them na may pag-asa pa sila at ang aming jail ay hindi nandun para, sabi nga ni gov nung graduation [doon] ay we are not here to punish you. We are here to reform you,” Arugay said. Northernforum.net
