Tuguegarao gov’t reorganizes people’s law enforcement board

TUGUEGARAO CITY, Cagayan – The city government here has recently reorganized its Peoples’ Law Enforcement Board (PLEB) pursuant to Section 43 of Republic Act No. 6975 or the Department of the Interior and Local Government Act of 1990.

The new PLEB is composed of City Councilor Atty. Raymund Guzman as the new Chairman, Francis Navarro, representative of the religious sector, Ret. Col. Jane Binayug, representative of the women sector, Brgy. Capt. Simeon Dassun, representative of the Association of Barangay Captains and Atty. Rhoderick Bautista, representative of the Integrated Bar of the Philippines.

The PLEB shall have jurisdiction to hear and decide citizen’s complaints or cases filed before it against erring officers and members of the Philippine National Police (PNP).

Guzman, however, clarified that their jurisdiction is purely on administrative cases and the process is summary by nature conducted in accordance with due process, but without strict regard to technical rules of evidence.

“We will assure you that we will make objective and fair decisions when performing our jobs,” Guzman said.

Atty. Noel Mora, legal adviser of the city’s PLEB, said the board, through the majority vote, shall determine whether or not the respondent officer or member of the PNP is guilty of the charge upon which the complaint is based.

“Each case shall be decided within 60 days from the time the case has been filed with the PLEB,” Mora said, adding that the filing of administrative cases before their office is free.
