CAGAYAN, Philippines- The local government unit of Bayombong in Nueva Vizcaya province has offered the national government its 4,000 hectare lot for the building of a major drug rehabilitation center (DRC) in the country.

Bayombong Mayor Ralph Lantion said he made the offer to interior undersecretary for operations John Castriciones during the latter’s recent visit in town.

Lantion said the town has offered the lot in Magsaysay village as one of the four major drug rehabilitation centers to be constructed by the government to house and provide the needs of drug surrenderers in the country.

He made the offer days after the Malacañang announced that President Rodrigo Duterte plans to put up major rehabilitation centers in the Philippines as a second phase of his administration’s war against drugs.

On Monday, September 19, Communications Secretary Martin Andanar said at least 4 drug rehabilitation centers will be built in military camps in major regions in the country

Lantion said the national government is “considering our offer as one of the four sites of DRCs which will be constructed in the country. We are just waiting for the approval.”

“This is a lot of our family and we have already agreed to donate the 4,000 hectares as site for the proposed DRCs in our municipality. This will bring in employment and sanctuary for our drug surrenderers,” he added.

The proposed rehabilitation center for drug dependents will offer a comprehensive package of services ranging from health, education, skills training, livelihood and employment opportunities.

“Drug surrenderers should have custodians who will be accountable for their welfare. The DRC will also help in the development of barangay Magsaysay later on,” Lantion said.

From July 1 till the 3rd week of September 2016, there have been over 3,000 deaths linked to the “war on drugs” – both from legitimate police operations and vigilante-style or unexplained killings (including deaths under investigation).

A total of 716,704 have surrendered in to the police while there were 18,230 arrested personalities.
