TUGUEGARAO CITY – BIR Revenue District Office No. 13 – Cagayan/Batanes, Revenue Region No. 03–Tuguegarao Cityis reminding taxpayers to file their 2019 Annual Income Tax Returns this early even as it emphasized there will no longer be any extension of the June 14, 2020 deadline regardless of the prevailing community quarantine.
This had been clearly enunciated in at least three issuances of the BIR, namely: Revenue Regulations Nos. 10, 11 and 12 – 2020 which were issued in light of the declaration of a state of national (health) emergency over the entire country and in consideration of the extended Enhanced Community Quarantine.
It should be noted though that since the June 14, 2020 falls on a Sunday, the said deadline is moved to the next working day which is Monday, June 15, 2020. Income tax returns filed and taxes due thereon, if any, paid after June 15, 2020 will be slapped with the corresponding penalties as provided for in the Tax Code. Penalties include 25% surcharge, 12% interest per annum, and compromise penalty (according to schedule of penalties).
The appeal to taxpayers to file early their tax returns and to pay the corresponding tax due thereon is meant to spare them from any inconvenience and issuessuch as long queues, long waiting time, overcrowding (being avoided by social distancing), unbearable weather conditions, filing and payment issues such as but not limited to invalid or wrong Taxpayer Identification Numbers (TIN), data traffic for online transactions, unexpected slow or intermittent or offline systems, and bank limitations such as transaction cut-off time. These are perennial difficulties being experienced by taxpayers who file their tax returns during or near the deadline set by law.
The call for early payment comes amidst a P107.39 Million shortfall in collection recorded by the district last May 2020. This June 2020, BIR Revenue District Office No. 13 – Cagayan/Batanes is tasked to collect P302.39 Million with expectations that the district’s taxpayers will finally show up.
