PDEA declares 27 Quirino barangays drug-free, 2 drug cleared

CABARROGUIS, Philippines- Some 27 barangays from Diffun, Maddela and Nagtipunan towns here have been declared free from illegal drugs while two barangays in Saguday as drug-cleared by the Philippine Drug Enforcement Agency (PDEA) recently.

PDEA Director Laurefel P. Gabales, who is also the chairperson of the Regional Oversight Committee, made the declaration in a ceremony at the Provincial Gymnasium attended by some provincial, municipal and barangay officials in the said towns.

The 27 barangays are Guribang, Dona Imelda, San Pascual, Baguio Village, Aklan Village, Ifugao Village, Macate, Magsaysay, Don Mariano Perez, Don Faustino Pagaduan, Campamento, Grogorio Pimentel and Gulac in Diffun; Villa Gracia, Ysmael, Sto. Tomas and Cabua-an in Maddela and Landingan, Disimungal, Anak, Asaklat, San Pugo, Matmad, Mataddi, Keat, Guiayan and Guingin in Nagtipunan.

Agaton Pagbilao, provincial social welfare and development officer, said barangays were validated by the oversight committee to ensure the non-availability of drug supply, absence of drug transit activity, clandestine drug laboratory and chemical warehouse, marijuana cultivation site, drug den, drug pusher, and user in the barangays.

Pagbilao said  the two drug-cleared barangays, Cardenas and Salvacion, were able to comply with the parameters set by the Dangerous Drugs Board (DDB) as provided in Section 8, DDB Board Regulation No. 3 Series of 2017, otherwise known as “Strengthening the Implementation of the Barangay Drug Clearing Program.

“We have already submitted the required documents for 85 barangays more  for PDEA’s validation for these barangays to be able to be declared drug-cleared,” Pagbilao added.

Pagbilao likewise said of the 971 drug surrenderers or Tokhang responders, 556 have already completed the 6th cycle of drug testing while the other 415 are currently undergoing Community-based Rehabilitation Program through the EMBRACE (Empowering Movement for the Better Integration and Advocacy in Caring Environment) .

Pagbilao, who heads the Team EMBRACE,  said the program  was already conceptualized before President  Rodrigo Duterte declared all-out war against illegal drugs. It is  a strategy to address the reintegration and rehabilitation for the identified drug users in the province.

Among the services and activities of the EMBRACE include: Assessment  on the level of addiction, Capability Building, Profiling and needs assessment, Conduct of counseling ( Individual/ Group), Conduct of unscheduled regular drug testing, Provision of Programs, Intervention, and Support on Aftercare Services, Monitoring & Evaluation, Treatment and Rehabilitation Center.
