TUGUEGARAO CITY, Cagayan – Only halfway to go for Philippine National Police – Regional Crime Laboratory 02 (PNP-RCL) in their attempt to make every crime scene untouched and untampered by educating all Barangay Officials in the “Roles of First Responders” seminar.
PCOL. Ricardo Hidalgo, PNP-RCL 02 Chief, mandated all Chief-of-Police in the region to conduct seminars as to how Barangay Officials should treat a crime scene, and almost 60% of all Barangay Officials have been instructed.
“Hindi pulis ang unang responders sa crime scenes kundi Barangay Officials” (Barangay Officials are the first responders in crime scenes, not policemen), PCOL. Ricardo Hidalgo said.
One of the lessons in the seminar that the official shared was that the life of the victim should be prioritized, and should be rushed to the nearest hospital unless the victim is dead.
He also stressed that the Barangay Officials should man the crime scene and let no usisero enter or come near the place.
This was the solution to PNP-RCL02’s problem with people touching, moving, and tampering pieces of evidence in the crime scene.
Based on their experiences, almost all people want to take a photo of the crime scene which leads to accidental tampering of the evidence.
“When someone accidentally steps on the blood on the floor, it will be hard for PNP-RCL02’s team to examine the evidence because of the contamination”, PCOL. Hidalgo explained.
Meanwhile, he expanded on the services offered by their agency which are: DNA Testing, Autopsy, Rape Case Examination, Drug Testing, Paraffin Test, Ballistics Test, Fingerprint Identification, Questioned Document Examination, Polygraph Examination, and Physical Identification. northerforum.net
