Cagayan gov’t to use ‘remaining’ Lawin funds to repair sports complex

TUGUEGARAO CITY, Philippines- Cagayan Provincial Engineer Basilia Flores said they will use “remaining” Lawin donations to fund repairs for Cagayan Sports Complex in preparation for the Cagayan Valley Regional Athletic Association (CAVRAA) meet.

In Pagdidinnamagan: Kapehan sa Kapitolyo on Monday, January 29, the provincial engineer said unutilized Lawin funds will mainly cover expenses for the rehabilitation of the complex’s three existing gates.

Flores said they will need around P2.7 million. This excludes labor cost, electric works, and materials such as paint.

Repairs only began after Tuguegarao City government reportedly agreed to waive their 2017 and 2018 “No Town Left Behind” grants worth P6 million in total, Flores said.

Over the weekend, Governor Manuel Mamba and Engineer Flores personally surveilled the complex and its facilities.

Flores said rehabilitation of sports complex’s facilities only fell under the 2018 budget which is currently unapproved and being reviewed by the Sangguniang Panlalawigan. The facilities were damaged by Supertyphoon Lawin.

Donations from Holcim are also being used to cement some walls, Flores said. The Holcim cement were donated last September 2017 and were intended for concreting the flag pole roundabout. Flores assured the cement will later be replenished.

Flores said the shower rooms and pool also need repair. The provincial government will also have to lay hollow blocks on and repaint the fences near the swimming pool.

The broken seal of the provincial government located above the main grandstand will also be replaced with a glass to be purchased by the General Services Office.

Flores added that the stadium’s LED lights also need restoration. Repainting of the complex’s front fence is also underway, with prints of the provincial government seal being printed.

Meanwhile, Flores said, the exterior fence of sports complex, roofing of the stadium, and some fence work will be repaired through the help of contractors. She said this will still pass through process including canvasing, and that contractors must be Philippine Government Electronic Procurement System (PhilGEPS) accredited.

Despite having less than tree weeks left before the annual meet, Flores still believes the repairs will be finished on time before the meet.

Meanwhile, a flea market composed of invited small or medium retailers and enterprises will be put up near the Provincial Coliseum.

The pathway between Cavadeco and Landbank will be the entrance way while the gate facing Cagayan State University Andrews will be the exit.

CAVRAA meet will be held on Sunday, February 25, to Saturday, March 3. Northernforum.net
