TUGUEGARAO CITY, Philippines- The Department of Social Welfare and Development regional field office in Cagayan Valley said it has finished with 89% of the target beneficiaries of the Emergency Shelter Assistance (ESA) for Super Typhoon Lawin.
In an interview, DSWD Cagayan Valley regional director Lucia Alan said as of Saturday, October 21, about 121,000 families were given shelter aid.
Of the number, 25,465 beneficiaries reported that their house were totally blown down, while 95,267 families asked assistance for their partially-damaged houses.
Alan said the government had so far disbursed P1,306,410,000 to the victims.
With a year since the super typhoon struck, Alan said they are expecting to distribute all the shelter aid by the end of October.
The remaining 11 percent, according to Alan, are those that are yet to comply with the necessary requirements.
The shelter aid distributions were done in two modalities: the cash card payment where the beneficiaries are enrolled in a Landbank to use an ATM card; and the cashout payment where beneficiaries are handed out of cash.
The cashout payment is an option for victims who have no near access to banking institutions.
Alan said most of the composition of the 11% are those who applied for the cash card payment who have committed errors such as in filling up their applications.
“Iyong kalakaran po kasi paggawa ng cash card, medyo mas madetalye po…Kahit lang yung pagkamali dun middle initial, or maiden names, ay iyon ang inaayos. Kahit nga iyon papel nila, ay yung kunyari iyong application nila versus doon sa ID nila ay hindi magka-tugma, ay iyon po ang hindi pinapayagan ng Landbank at inaayos pa rin po natin hanggang ngayon,” Alan told Rappler.
She added that the remaining of the 11% of those undistributed claims are those who already died; those who went abroad; and those who were out of town or country during the distribution.
The cases where the beneficiary had already died will have to be re-processed again for payroll, Alan said, while those who went abroad will give authorization letter. Northernforum.net
