CHED vows stricter monitoring of SUCs’ program compliance, quality education

TUGUEGARAO CITY, Philippines-  The Commission on Higher Education (CHED) Cagayan Valley vowed to “strictly” control and regulate program offerings of state universities and colleges (SUCs) to ensure quality tertiary education in the region.

In a press briefing in Solano, Nueva Vizcaya, CHED Regional Director Engineer Honorato Alzate said SUCs must comply with policies, standards, and guidelines on application for new course offerings.

Alzate said CHED will only issue certificate of compliance if the school meets the PSGs of a specific program.

The certificate of compliance will then be presented to SUCs’ respective governing boards for approval.

“Ang SUCs ay parang private higher education na rin na kung hindi sila magcomply dun sa PSG, ay after two years, the commission will ask them to close their program. They will gradually face down their program parang private,” Alzate said.

“Hindi namin pinapayagan ang mga SUCs na magbubukas kaagad ng programa kasi ang ginagawa nila noon ‘pag naisipan nilang magbukas ng programa dadalhin nila sa kanilang governing board and ask for their board of regents to approve the offering of their program. This time no more,” Alzate added.

Meanwhile, OIC Executive Director lawyer Carmelita Yadao-Sison of CHED’s Unified Student Financial Assistance System for Tertiary Education (UniFAST) said opening new course offerings is no easy task.

Sison said CHED will first check if a school has the necessary infrastructure, faculty members, equipment, and library facilities to sustain the degree program.

“Don’t be afraid. There will not be an out flowing of kung anu-anong esoteric courses. CHED is eagle-eyed now. We’re warning all SUCs, you just cannot do like business as usual,” Sison told the media.

She reiterated that all higher institutions will not be given certificate of program compliance if they fail to conduct conceptualization and pass PSGs.

For programs without set PSGs, Alzate said CHED will refer the PSGs of such courses to the nearest program of  specific field of specialization.

“While CHED welcomes SUCs to open programs and to innovate their programs, we refer always to the nearest policies, standards, and guidelines,” Alzate said.

CHED has been travelling across the country to conduct information caravan on Republic Act 10931 or the Universal Access to Quality Tertiary Education Act. Region 02 is the 11th stop of CHED’s nationwide caravan.

Quality tertiary education

While RA 10931 focuses on free higher education, CHED also emphasizes implementation of quality tertiary education.

The law, Sison said, adheres with the demands of globalization and ASEAN integration where there is free flow of goods, services, and commercial transactions.

“Kailangan po makasabay tayo. Kung hindi natin paiiralin yung pagcomply sa policy standards and guidelines, eh anong klaseng edukasyon po ang makukuha ng mga bata?” Sison said.

“If you don’t have quality education, how will you have quality graduates? Ang mangyayari po magkakaroon tayo ng mga graduates na hindi fit for the job and if they are not fit for the job, then the job managers will also be the losers,” she added.

Further, Sison said free tuition only covers four to five years of education- no extensions, adding that the law does not encourage failures and laziness

“The law encourages you to complete what you need to complete within the timeframe kasi kung hindi nga magbabayad ka na. Unfair naman dun sa mga darating pa na gustong mag-aral sa kolehiyo,” she said.

Sison emphasized that CHED and UniFAST have no right to impose admission requirements on schools because they value the school’s exercise of academic freedom.

Yet, Sison said the school can still remove students because of failure of academic or disciplinary reasons. Northernforum.net
