PRO2 holds human rights forum with civil society organizations

TUGUEGARAO CITY, Cagayan— Police Regional Office 2 (PRO2) in collaboration with the Civil Society Organization (CSO) have initiated the  conduct of human rights forum on January 25, 2019 held at the RMFB2 Multi-Purpose Hall, Camp Marcelo A Adduru, Tuguegarao City.

Human Rights Affairs Office led by PCINSP Genesis Cabacungan conducted a Human Rights Forum with 60 participants from PRO2, Non-Government Organizations, Government Organizations, Local Government Units, Academe, Religious, Volunteers and Media.

Cabacungan said that the forum’s objectives is to collaborate  with CSO members in identifying human rights issues and jointly develop effective approaches in addressing said issues.

“We also need to identify administrative remedies to address the problems, enhance understanding of human rights issues and gaps and provide opportunities to discuss problems concerning human rights issues such as congested PNP Custodial Facilities, children in conflict with the Law and Gun Ban and Employment of Security Personnel during the Election”, he stated.

Cabacungan added that the activity builds trust and cooperation between the CSOs and community leaders to familiarize with the legal basis and parameters which determine police response.

“Through the conduct of the said forum, the police will better understand their working environment and be responsive to the needs of the community,” He added.

Discussed during the forum were the guidelines of Police Operational Procedures in relation to COMELEC Resolutions No 10446 and 10468 by PSINSP HAROLD P OCFEMIA of the Regional Operations and Plans Division; Implementation of RA 7438 particularly on the Rights of Persons Arrested, Detained or Under Custodial Investigation and implementation of RA 9745 or Anti- Torture Law by PSUPT Jonalyn Langkit, Legal Officer, Cagayan Police Provincial Office (CPPO).
