ENRILE, Cagayan – Mayor Miguel B. Decena, Jr. has cited six of the ten-point agenda his team promised Enrileños during the last election campaign period.
In his inaugural speech attended by more than a thousand well-wishers at the municipal building, Decena assured his constituents he will strive to restore trust and confidence in the local government unit under his new administration.
“My government shall not be a government of accommodation and will refuse to let patronage politics creep in,” he said.
He said he wants quality employees with competence, integrity and honesty as these are the same people who will serve Enrileños and not him. He declared that he will not recommend any position in the LGU and applicants shall go through the standard selection procedure.
It will be a pro-poor governance, he said, citing his campaign battle cry of ‘Ohana -no one forgotten, no one left behind’ and assured that the goal of every policy, action, project and transaction in his administration must be to first take care of the poor.
He called on two farmer-cooperative leaders of Barangays Lanna and Magalalag and gave them keys to hand tractors to jumpstart assistance to farmers in the area.
‘These tractors and all the properties of LGU-Enrile should serve not the few but the majority of Enrilenos,” he added.
Among the other plans he disclosed include an open-door policy to individuals who want to do business in the locality, immediate rehabilitation of roads and installation of street lights, improvement in the water system and establishment of cooperatives.
In an interview last week, Decena told the Northern Forum he wanted to establish a culture of entrepreneurship among the people as an offshoot of his being one. A few days after he was proclaimed the duly-elected mayor of Enrile, Decena met with the various sectors in the municipality and formed consensus groups to assist his new administration.
“I do not assume to know everything and I’m not a superman,” he said adding that the presence of such groups will form the core of his consensus government strategy.
His policy, he added, is based on the core principles of his governance which include compassion, people empowerment, transparency and accountability and professionalism.
Mayor Decena, in a symbolic gesture of opening the doors of the municipality, invited people right after his message, to ascend the stairs of the town hall amidst loud applause and cheering from a jubilant crowd.
Enrile has been hailed as the Home of Professionals and pride itself as one of the sanctuaries of President Emilio Aguinaldo on his escape routes to Isabela from American troops. northernforum.net
