Albayalde ‘won’t hesitate’ to sack, move underperforming police chiefs

TUGUEGARAO CITY, Philippines- Philippine National Police (PNP) Chief Director General Oscar Albayalde said he will “not hesitate” relieving police commanders and officers who have performed “below par” in their service.

The PNP chief informed provincial directors, chiefs of police, and officers in this city that the PNP will conduct more deliberation on their performances, merit, and accomplishments.

“If your performance that we see is below par wala naman kaming hinihinging extraordinary sa atin. All we want to see are smart, professional policemen in the streets,” Albayalde said.

Albayalde arrived here on Friday, June 1, for his first command visit to the Cagayan Valley Cops and for the inauguration of several facilities and buildings of Police Regional Office 02 (PRO2).

Since assuming post last April, Albayalde vowed to intensify the internal cleansing and discipline within the ranks of PNP.

“Dahil kung ano ang ginagawa ng mangilan-ngilan sa amin ay yun ang lumalabas na ginagawa ng karamihan. We will breathe discipline 24/7 so I hope that simple phrase alam na natin kung anong gawin natin,” Albayalde said.

He reiterated that discipline will be the “hallmark” of his administration.

In his speech, Albayalde announced the reshuffling of several high-ranking officials effective on that day.

Most of the shakeup came from regions four, seven, eight, National Capital Region, and Cordillera. Albayalde clarified that most of the changes in post were mostly a result of early retirement of key PNP personnel.

Yet, Albayalde said he will still continue conducting more deliberations with the oversight committee.

“So what we’ll do is we will put responsibility and accountability in all the levels of commanders sa PNP. Now, the commanders will be held responsible of the deeds and misdeeds of their personnel on the ground. I think that’s fair,” Albayalde said.

Struct but fair

Although he may be “strict and stern” in carrying out his new mandate, Albayalde promised that he will also be “just and fair.”

“Hindi basta-basta tinatanggal just because of the order of the chief PNP hindi ako ang nag order lang nito. Ginawa ito ng oversight committee. Paulit-ulit tayong nag meeting para i-evaluate ang commanders on the ground at ito rin ang gagawin natin from among the more than 80 provinces of our country,” he said.

Albayalde said their deliberations will also consider and depend on the area of assignment of a police chief.

“We’re not looking here na kung ano ang accomplishment ng isang province o region ay yun din dapat ang accomplishment ng isang region because we have peculiarities,” he added.

Meanwhile, Albayalde noted that newly-appointed regional directors will first be installed as officers-in-charge before undergoing another round of evaluation on their performance and leadership.

“Hindi necessarily na pag-upo natin sila sa kanila ay nanjan na sila at puwede na sillang mag-relax at sabi ko nga dito we have no, we don’t have the luxury of time dito,” he said.

“We will be putting the right person at the right position based on merit and performance, credentials,” the chief PNP added.

Meanwhile, Albayalded noted that PRO2 Director Chief Superintendent Jose Mario Espino is due for a two-star rank promotion.
