TUGUEGARAO CITY, CAGAYAN – Department of Health Region 2 (DOHR2) announced that there are already 3 pilot sites in Cagayan Valley for the Universal Health Care Law (UHCL) or the RA 11223 even while the Implementing Rules and Regulations (IRR) is still being drafted.
Dr. Karina Joy Peca-at of DOHR2 said that the three pilot sites in Isabela, Quirino and Nueva Vizcaya will be the first ones to implement the UHCL as an experiment to gather more information and knowledge as to how the implementation will impact the nation.

Signed by President Rodrigo Duterte last February 20, DOH, Philippine Health Insurance Corporation (PhilHealth) together with concerned agencies are currently drafting the IRR for RA 11223.
The government intends to provide health care for all Filipino citizens from the poorest to the richest not just from hospitalization but to preventive, promotive, curative, and rehabilitative healthcare services.
Every Filipino will automatically be signed up for the new National Health Insurance Program (NHIP) which are categorised in to two types, direct and indirect membership.
Those who are willing to pay PhilHealth Insurance, bound by and “employer-employee relationship” will be the direct members while the others will be the indirect members.
Additionally, Dr. Peca-at clarified that although the Cagayan Valley Medical Center is one of the largest, it didn’t qualify to be a pilot site for the said law.
