TUGUEGARAO CITY, Philippines- Local committees regulating operations of small town lotteries (STL) in Cagayan will soon be created as the provincial board on Wednesday, May 16, approved on third and final reading an ordinance for its formation.
If signed, the committees will be tasked to coordinate with the Philippine Charity Sweepstakes Office (PCSO), meet semestrally or as often as necessary, and to submit monitoring and accomplishment reports to the provincial level.
Local committees in Cagayan will also report violations of pertinent STL rules and regulations to the PCSO.
The ordinance states that it is necessary to establish a mechanism to closely monitor and regulate STLs.
Local committees will be created for the provincial, city, and municipal levels and will chaired by the local chief executive.
Also included in its membership are the the local chiefs of police, and representatives of the Department of Interior and Local Government (DILG) and non-government agency (NGO).
The ordinance is principally sponsored by First District Board Member Cris Barcena and co-sponsored by Board Member AJ Ponce.
Following legislative process, Governor Manuel Mamba has 15 days to either sign or veto the proposed ordinance. The board can override given majority votes in case of veto.
Meanwhile, in their 88th Regular Session on Wednesday, the board also approved on final reading eight other ordinances including an ordinance establishing a drug rehabilitation center in Cagayan and an ordinance creating the Office of Persons with Disability Affairs for the province.
